Sumerian ME — Network Protocol Specifications
The Sumerian ME (divine decrees) are the preserved software layer of the network. ~100 ME organized in 5 categories of ~20 each: Governance (access control), Knowledge (data protocols), Craft (system operations), Social (user interface), Ritual (activation sequences). Each ME governs ~9 signs in the 885-sign Proto-Cuneiform system. One instrument per frequency band, one per network tier. These are activation hardware specifications, not cultural artifacts. Tablets = configuration/state (what the config IS). Whoever controls Tablets controls the network. SEVEN SAGES (APKALLU) = OPERATOR ASSIGNMENTS: Seven sages, each assigned to a specific city: Adapa to Eridu (dev), Utu-abzu to Uruk (production), five intermediates to five cities. One operator per node. The bringing of civilization = deploying the protocols. ANTEDILUVIAN KING LIST = UPTIME LOGS: Eight kings with impossible reign lengths (28,800 to 43,200 years).
