The Rockefeller Initiative: A Billionaire's Failed Push for Presidential Disclosure (1993-1996)

Between 1993 and 1996, Laurance Rockefeller — billionaire philanthropist, conservationist, and member of one of America's most powerful families — mounted the most well-funded and well-connected private citizen effort to achieve UAP disclosure in history. THE APPROACH: Rockefeller personally reached out to the Clinton White House through multiple channels. He funded the compilation of a comprehensive briefing document called 'Unidentified Flying Objects — The Best Available Evidence' by author Don Berliner and physicist Dr. Marie Galbraith (wife of investment banker Evan Galbraith, former US Ambassador to France). The document summarized the strongest physical evidence, military testimony, and government documents supporting the reality of UAPs. It was sent to every member of Congress and key White House staff. THE CAMP DAVID BRIEFING: In August 1995, Laurance Rockefeller personally briefed President Bill Clinton and First Lady Hillary Clinton at his JY Ranch near Grand Teton National Park in Wyoming. Photos exist of Hillary Clinton carrying a copy of Paul Davies' book 'Are We Alone?' during the visit. Clinton's science adviser Dr. John Gibbons was also involved in the initiative. Rockefeller asked Clinton to declassify government UAP files and issue an executive order mandating disclosure. According to multiple accounts, Clinton was receptive but ultimately unable or unwilling to act — the classification structure was too deeply embedded. WHAT ROCKEFELLER FUNDED: (1) The briefing document distributed to Congress. (2) Dr. John Mack's research at Harvard — Rockefeller provided financial support for Mack's clinical study of experiencers at a time when Harvard was trying to shut him down. (3) Research by Dr. Steven Greer and the Disclosure Project — Rockefeller was an early supporter. (4) Research at the National Institute for Discovery Science (NIDS) run by Robert Bigelow, which later became BAASS and fed into AATIP. (5) Multiple scientific studies and conferences on UAP evidence. WHY A ROCKEFELLER MATTERS: The Rockefeller family is the American establishment. Standard Oil, Chase Manhattan Bank, the Federal Reserve system, the Council on Foreign Relations, the Trilateral Commission. Laurance Rockefeller was not a fringe figure — he was American royalty. The fact that someone with his connections, his wealth, and his access to power STILL could not get disclosure tells you how deeply the secrecy is embedded. If a Rockefeller can't get a president to declassify UAP files, the classification structure operates above the civilian power structure entirely. THE IRONY: The Rockefeller family helped BUILD many of the financial and institutional structures that now suppress disclosure — the Federal Reserve, the oil economy, the military-industrial complex. Laurance trying to use that same institutional access to UNDO the secrecy is one of the most paradoxical threads in the entire story. He was using the keys to the castle to try to open the dungeon. THE LEGACY: The Rockefeller Initiative failed to achieve disclosure, but it succeeded in several ways: (1) It established that the topic was taken seriously at the highest levels of American society. (2) It funded research (Mack, Greer, NIDS) that built the evidentiary foundation for everything that came after. (3) It created a documented paper trail showing that the Clinton White House engaged with the topic and was ultimately blocked. (4) Hillary Clinton later referenced the initiative during her 2016 presidential campaign, promising to 'get to the bottom of it' — the first time a major party presidential candidate had made UAPs a campaign issue.
